In Queensland, the introduction of Modern Homes standards as part of NCC 2022 will be carried out gradually:

1. Starting from October 1, 2023, the new accessibility standards for Modern Homes will be gradually implemented.

2. On May 1, 2024, the new energy efficiency standards for Modern Homes will come into effect.

The delay in implementing the energy efficiency standards recognizes that not all commonly used compliance tools are currently available. This delay provides the industry with additional time to prepare for the energy efficiency changes.

These mandatory standards will result in newly constructed houses and residential units being designed to enhance accessibility for all and to be more energy-efficient.

As of October 1, 2023, newly constructed homes will need to incorporate design elements like step-free entries and wider doors and hallways to ensure increased safety and suitability for long-term use.

Starting from May 1, 2024, energy-efficient features, such as ceiling fans and energy-efficient hot water systems, will also need to be included to meet the energy efficiency standards. These features will lead to cost savings for new homeowners on their energy expenses.

The most widely used approach for complying with the energy efficiency standards is software accredited under NatHERS. This software offers more flexibility in design choices compared to the more rigid deemed-to-satisfy method in NCC Volume Two. Builders should consider the most economical and efficient way to evaluate their house plans for compliance with the new NCC 2022 energy efficiency standards.

It’s important to note that other NCC 2022 changes are not affected by the phased introduction of Modern Homes. For instance, provisions related to condensation management and the facilitation of future on-site renewable energy generation and storage, as well as electric vehicle charging equipment, will begin on October 1, 2023.
